Making employees work without Reviews!!

For the most part, its safe to say that, employee reviews are mandatory according to company policy. However, your superiors will tell you that a raise is not automatic. I have been with my company for several years. Its been two years since I had a review. Now its a difficult situation because the management that drop the ball on my review is no longer at my store. Recently  I brought it to the attention of my RD, who seemed surprised when i told him! Being as though sense of security and confidentiality has never been exhibited in my store, employees find out how much people make an hour. Intelligence got back to me that people who been with the company in less time as me, are making more than me. When thier accomplishments and knowleged of many positions fall short when measured against me. I have turned down three promotions within the last year! Which brings me to my new manager , who has tried to court me, over the last year, to be a supervisor once again, is trying to deny me a review and financial raise. He has gone as so far to talk to an hourly employee about how he is not giving me any more money. ” I dont Fuckin’ deserve it “, he says.  This is the same manager who six to eight months earlier, along with the RD, was trying to get me to run the kitchen. This same manager has used some of my solutions that I gave him and not given me credit. These actions go totally against the integrity and character that I thought i knew of my manager and Regional Director!
